Job Description

Job Summary:

We are seeking an experienced and motivated Commissioning Children's Home Manager to lead the establishment and registration of a new children's residential home. You will play a pivotal role in shaping the home's vision, developing its policies and procedures, recruiting a dedicated team, and ensuring full regulatory compliance in preparation for Ofsted registration and inspection. This is a unique opportunity to create a nurturing and high-quality care environment for vulnerable children and young people from the ground up.



Key Responsibilities:

  • Lead the full commissioning process for a new children's home, from planning and setup through to operational launch.

  • Work with senior leadership to define the home's ethos, care model, and strategic objectives.

  • Oversee the property setup to meet Ofsted and regulatory standards.

  • Develop all necessary policies, procedures, risk assessments, and care planning frameworks.

  • Lead the Ofsted registration process, acting as the Registered Manager once operational (if applicable).

  • Recruit, train, and supervise staff to form a cohesive and child-centered team.

  • Establish safeguarding, quality assurance, and monitoring systems.

  • Build partnerships with local authorities, social workers, health professionals, and other stakeholders.



Requirements:

Essential:

  • Proven experience managing or commissioning children's residential homes.

  • NVQ Level 5 in Leadership and Management in Residential Childcare (or equivalent).

  • In-depth knowledge of the Children's Homes (England) Regulations 2015 and Quality Standards.

  • Demonstrable experience with Ofsted registration and inspections.

  • Strong leadership, organizational, and project management skills.

  • Commitment to safeguarding and promoting the welfare of children.

  • Excellent communication and stakeholder management skills.

Desirable:

  • Experience in trauma-informed care models or therapeutic approaches.

  • Previous success in opening or registering a new children's home.

  • Budget and business planning experience.
